Committee approves bill to expand association health plans for small businesses

The Senate Insurance & Commerce Committee approved House Bill 18‑37, which would codify access to association health plans (AHPs) that let small employers purchase coverage collectively.
Nick Staley of Opportunity Solutions Project explained the bill and said recent federal regulation changes make it easier for multiple‑employer trusts and AHPs to operate. He told senators the reform "allows small businesses to band together to purchase insurance like a single larger employer" and estimated cost reductions "in the neighborhood of up to $10,000 per year cheaper for families, versus the individual market and nearly $3,000 versus the small group market." He also described pathways for sole proprietors and cross‑industry participation.
Committee members asked about underwriting and whether carriers such as Blue Cross would underwrite plans; Staley said AHPs can be either fully insured or self‑insured with reinsurance and solvency protections noted in the bill.
With no objections from the department, the committee moved and passed a 'do pass' recommendation by voice vote. The bill will proceed to the Senate floor for further consideration.
