Health Department presents rabies-rule updates and repeals redundant retired-physician rule

Laura Shue, general counsel for the Arkansas Department of Health, and Laura Rothfeldt, state public health veterinarian, presented proposed amendments to rabies-control rules to conform with Acts 161 and 522 of 2023 and to make technical corrections. The public comment period closed Sept. 24 and the department received one supportive comment from the Arkansas Veterinary Medical Association.
"We're here today to present the rules pertaining to rabies control, and the amendments are in compliance with acts 161 and 5 22 of 2023," Shue said. The committee reviewed the rule and, without objection, "this rule stands reviewed."
Separately, Craig Smith, an attorney for the Department of Health, presented a proposed repeal of the rule implementing the Retired Physician Immunity Act from late 2022, saying those provisions have been incorporated into another rule; the department published notice, received no comments, and presented the cleanup repeal.
What’s next: Both items were reviewed and stood as reviewed by the committee; the department will proceed with administrative steps to finalize the technical amendments and the repeal.
