The Department of Health presented revised standards for human breast milk banks to the Senate Public Health, Welfare and Labor Committee, aiming to bring rules into compliance with enabling legislation and laboratory accreditation guidance.
Laura Shue, general counsel for the Department of Health, said the agency initially implemented rules after authorizing legislation and later revised standards to reflect a 2021 act authorizing a breast milk bank at UAMS and suggestions from the laboratory accreditation association. Shue said the rules were approved by the Board of Health and that typographical and other corrections recommended by the Bureau of Legislative Research were made; she also said the department adopted amendments in response to public comments and had not received other public comments since.
Committee members had no questions and, at the chair's request, the rule was recorded as reviewed without objection. The department said the purpose of the standards is to ensure safe transporting, processing and distribution of human breast milk to protect Arkansas citizens.
