The Senate Public Health, Welfare and Labor Committee on the record approved Senate Resolution 54, a nonbinding request that the Arkansas Department of Health adopt a rule extending the $50 medical marijuana patient card renewal period from one year to two years and implementing a 50% discount on the card fee for seniors and veterans.
An unidentified proponent, recorded in committee as "Club Enzo, District 31," told members the change would reduce burdens for patients. "My sister was diagnosed with ALS several years ago...she was able to come off several prescription medications," the proponent said, describing pain and anxiety relief tied to medical marijuana use. The proponent said extending renewals and discounting fees for elderly and veteran patients would ease access and reduce hardship.
Committee members asked procedural questions about whether the resolution would be run on the Senate floor; the proponent said it might be run at sine die to avoid taking floor time. The chair noted the measure is a recommendation to the Department of Health rather than a binding change in statute or fee setting authority. No public opposition was offered during the hearing.
The committee moved to pass SR 54 by voice vote; the chair announced, "SR 54 passes." Because SR 54 is framed as a resolution asking an agency to promulgate rules, it does not itself change statute or fee amounts.
Next steps: SR 54, as a committee-approved resolution, may be placed on the Senate calendar for further action; the proponent indicated an intention to seek floor consideration at sine die.
