Senator Irvin presented Senate Bill 143 to the committee, describing it as a patient‑advocacy measure that would ensure Arkansas Medicaid beneficiaries have access to newly FDA‑approved drugs and label expansions. Irvin told the committee Arkansas is one of only four states that does not provide immediate access to drugs following FDA approval and said the bill would create clearer processes and better communication between treating physicians and Medicaid decision makers. He said the Department of Human Services helped develop definitions in the draft.
Senator Hamble and other members asked whether the bill would cover drugs approved by the FDA for specific rare‑disease indications and whether the advisory council could prevent access; Irvin said the council’s purpose is to facilitate approvals and help clinicians and payers make informed decisions so patients receive treatment.
No public testimony opposed the bill. Senator Irvin asked for a favorable vote; the committee moved, and the bill passed by voice vote.
