The Senate Revenue & Tax Committee adopted its committee rules by voice vote at an organizational meeting. Senator Ingram moved to adopt the rules and Senator Gardner seconded; the chair called for the ayes and declared the rules adopted.
The chair told members the committee will take a measured approach to bills that affect state revenue. "The vast majority of items that we have come through are going to impact revenue," the chair said, and indicated that bills showing a revenue impact would generally be held and likely voted as a single package at a later date so the committee can consider collective budgetary effects. Items without a revenue impact, the chair said, will be considered and advanced individually to the Senate floor.
The chair also explained a limited accommodation for technical corrections to bills: while the committee requires bills to be in writing, staff can draft a written amendment after members agree to a narrow, non‑substantive verbal change and the committee can adopt that correction verbally to avoid procedural delay.
Committee staff provided guidance for public participation: speakers must sign up to speak for or against a bill in advance; those not listed on the sign‑up sheet will not be recognized. The chair encouraged members and guests to use handbooks provided by staff to familiarize themselves with committee procedures.
The committee adjourned and set its next meeting for Wednesday at 10:00; the specific calendar date was not provided during the session.
