At the start of the Dec. 10 meeting the council held a swearing‑in ceremony for newly elected officials. Judge Tupper administered the oath to Neil Lipsitz and Harold Mitchell; later Philip Cromer was sworn in as mayor.
Following the oath, Lipsitz and Mitchell each offered brief remarks thanking supporters and outlining local priorities including parks, stormwater projects and community facilities. Cromer thanked his family and pledged to work with council and staff.
Council then nominated and elected Mike McPhee as mayor pro tem by voice vote.
The ceremony was followed by routine business (agenda and consent approvals) and the meeting proceeded to substantive items on MOAs and the FY25 ARPA budget amendment.
