Beaufort City Council on Dec. 10 approved first reading of an ordinance amending the fiscal‑year 2025 budget for ARPA and capital‑projects funds, and set a tentative second reading for Dec. 17 at 5 p.m.
City staff said they reviewed obligations with the Department of Treasury and the Municipal Association and determined that interest earned on ARPA funds need not be obligated by Dec. 31. Finance director Alan Heismann and city staff reported that the interest earned on ARPA funds totaled $566,621. JJ told council the interest amount could be left in place for the Duke Street project, which had a previously budgeted amount of $600,000.
Staff said that, after reserving the interest, roughly $243,000 (reported elsewhere in the presentation as $243,756) remains that must be obligated by Dec. 31 to avoid returning funds to the U.S. Treasury. Raul Dominguez, capital projects director, explained progress on related projects: a color change and removal of ornamental elements saved about $24,600 on the Pigeon Point park project; a temporary repair for the Pigeon Point boat landing was estimated at about $30,000; and additional local contractors were being identified for the Otter Creek work.
Council approved the ordinance on first reading and staff said they will prepare a budget amendment detailing final allocations and bring a second reading to council (proposed Dec. 17) so the city can obligate funds before the federal deadline.
