Hanahan council adopts budget amendment, mutual-aid MOU and several appointments

Hanahan, S.C. — The Hanahan City Council on Dec. 10 approved a package of operational and budget items, including a budget amendment that moves existing dollars to complete capital work, a mutual-aid memorandum of understanding with Joint Base Charleston, and several personnel appointments.
Budget details and approvals: City Treasurer Alex Mendriggers presented Amendment 1 to Ordinance 10-2024 to reassign funds for projects completed or carried forward from the prior fiscal year. The package includes purchase of five surplus police vehicles from Somerville (offered to Hanahan for $50,000) plus an estimated $13,738 to re-equip and mark the vehicles (total about $63,738), a $35,225 change order to complete additional invasive-plant clearing at the Hanahan Amphitheatre, an audio-system overhaul estimated at $30,000 for council chamber audio, $19,900 in carryover for two traffic-safety projects, a 14-passenger bus for the senior center priced at $93,985, and $137,332 to finish four welcome signs. The council voted to approve the amendment on roll-call.
Mutual aid and public-safety staffing: Police Chief Rick (Gephart/Edhardt, as referenced in the record) presented a memorandum of understanding with the Joint Base Charleston Security Forces Squadron to allow Hanahan officers to provide initial response on about five acres of base-owned property inside the city when base security cannot respond immediately.
