On the consent agenda the commission approved five items: minutes from the Oct. 21, 2024 commission meeting; an ARPA internal project bid to rewire City Hall for new telecommunications (reported as coming in under budget at about $19,000); an occupational license for VFW Post No. 1175; a budgeted purchase of conducted energy weapons (tasers) for the Atchison Police Department; and the 2025 health insurance recommendation from Gallagher, which staff said will be provided without increasing employee contribution.
In new business, city staff presented bids for municipal banking services. Staff recommended Exchange Bank after comparing 91‑day Treasury yields and Fed‑fund options; staff estimated Exchange Bank’s bid could yield roughly $700,000 in interest after fees for next year. The commission moved and voted to allow staff to negotiate a contract with Exchange Bank.
Public works and utilities items were also approved. Wastewater staff requested authority to purchase 18 UV bulb‑and‑tube assemblies plus seal kits for the wastewater treatment plant at a cost of $40,677.52 from Trojan Technologies; commissioners authorized the purchase, noting the amount exceeded the annual bulb budget but could be absorbed within CIP funds. Utilities staff also received authorization to hire HOA Solutions for cellular communications upgrades ($98,843 with $5,000 contingency) and R.E. Pedrati Company to install two updated system computers ($32,756 with $1,500 contingency); the project was budgeted at $180,000 and the bids were reported below that amount.
All votes described above were carried by voice votes during the meeting. The commission then adjourned the regular session and convened into Land Bank business.
