Piercotte Architects presented a private affordable‑housing project for 907 Goethe Road to Bluffton’s Affordable Housing Committee on Dec. 5. Amanda, the project architect, described a constrained 0.28‑acre site subdivided to create three units: a primary house plus an accessory dwelling on one parcel and a single unit on the other.
Amanda described the floor plans as approximately 1,500 square feet for the main units (three bedrooms, 2½ baths) and about 760 square feet for the accessory unit. She said the project relied on local affordable‑housing incentives in NDUDO section 6.5 (density bonuses and fee reductions) to permit the lot divisions that produced three units instead of the typical density allowed on the parcel.
The team ran into a technical constraint: a power‑line easement runs through the rear of the property. Amanda said easement ownership and distances constrained the buildable envelope and prevented a fourth unit. The town and the project team have prepared permit sets and were working with Dominion Energy and property owners to secure easements or a workable service route. Staff encouraged permit submission while the easement negotiations continue so review can progress.
If the utility issue is resolved, staff and the architect said they expect construction and move‑in timing that could put residents into the units roughly within the next year, contingent on obtaining power service and completing permits. The property owner indicated units will be rental.
