The Merriam City Council on Oct. 28 unanimously approved three items that together shape public‑safety and street infrastructure spending.
Fire services: Council ratified an updated interlocal agreement with Overland Park Fire to continue providing fire protection services to Merriam for a 20‑year term. City staff said the prior 10‑year arrangement worked well and the new agreement maintains most existing terms while adding cost sharing for a battalion chief (the city will carry roughly one‑third of that position's cost). City Administrator (recorded in the meeting as Mr. Engle) and Overland Park representatives said the arrangement preserves local ownership of equipment and facilities while giving Merriam continued input on operations.
Streetlight conduit bid: Public Works presented a bid recommendation to install conduit in three locations to convert residential cobra‑head fixtures to LED residential standard streetlights. The recommended contract (motion referenced Schutz Construction LLC) was approved at $140,000. Staff said the work allows the city to complete its streetlight upgrade program and to facilitate future LED retrofits.
Traffic detection equipment: The council also approved purchase of Wavetronix radar detection units for four intersections (including Johnson Drive and Antioch and three intersections serving the Town Center Mall) at a cost of $76,299 from the 2024 CIP. Staff described the existing detection systems as obsolete, said Wavetronix is widely used in the metro area and noted benefits such as remote traffic counts and improved reliability for bicycles and motorcycles.
Votes at a glance: • Overland Park fire‑services contract (20‑year term): motion passed 8–0. • Schutz Construction LLC — 2024 Street Light Conduit Project: motion passed 8–0; award amount $140,000. • Wavetronix detection systems for four intersections: motion passed 8–0; purchase amount $76,299.
Why it matters: the fire contract locks in an interlocal partnership and a long contract term that city staff say has reduced turnover and improved training; the streetlight and traffic investments are part of the city's capital improvements plan to modernize street lighting and intersection detection, improving reliability and data collection.
Next steps: the contracts were authorized at the meeting and staff indicated the battalion‑chief cost is included in the 2025 budget planning. Public Works will proceed with scheduling and procurement for the conduit work and the detection equipment.
