The Waukesha Plan Commission approved a conditional use permit (CUP) and a parking/display plan for Freeland Cars at 2000 Davidson Road, subject to a set of conditions and further staff review.
Charlie, planning staff, reviewed the site’s history and the conditions attached to a December approval: the parking lot must be striped by May 1, a parking-lot plan needs plan-commission approval before work begins, all spaces must provide access to drive aisles unless an exception is granted, landscaping must be planted by May 1 or a landscape bond provided, and ADA access and occupancy requirements must be satisfied before permanent occupancy. Charlie reported that the fire marshal expressed concern about emergency and EMS access if the site used a one-way drive with double-stacked display parking and said double-parking on the west side or parallel parking that reduces emergency access should not be allowed unless prospective arrangements are shown and approved by the fire marshal.
Charlie and commissioners discussed the proposed layout, which staff said showed roughly 36 inventory vehicles plus five customer/employee spaces and the potential for about five additional parallel spaces along the south lot line bringing the count to about 40. Commissioners and the owner debated whether the plan should show precise striping and dimensions rather than an open “auto display” area. Commissioner Wells said she was not comfortable approving the plan without an actual striping exhibit and a landscape plan; other commissioners proposed a compromise: an architect on the commission (Eric Madison) will prepare a striped exhibit showing 9-by-18-foot stalls (or angled stalls per the owner’s needs) and Commissioner Keller will review the revised drawing; staff will then approve the finalized layout so long as it meets minimum code dimensions and the fire marshal signs off on emergency access.
Property owner Dave Jensen and representative Dwight Rush described operational needs and asked for a modest extension to complete striping and licensing steps. Jensen said he could operate temporarily at the Davidson Road site under temporary occupancy but noted state licensing timelines. Dwight Rush said larger vehicles would be kept at the Ellis Street site until sale and the dealer would bring cars to Davidson Road when needed.
The commission moved to approve the parking plan and CUP with a friendly amendment that guest parking angles be changed to 45 degrees and a revised striping deadline of May 30 (the motion was seconded and carried). Commissioners also required that the architect lay out stripes and dimensions and submit the plan to the planning department and the fire marshal for concurrence; staff will verify compliance prior to final occupancy and implementation. Commissioner Wells said she would prefer a lower vehicle cap (closer to 30) but accepted the compromise plan and the additional submittal requirements.
Next steps: the applicant must submit a dimensioned striping plan by the agreed deadline, secure any necessary temporary occupancy and state licensing, and obtain concurrence from the fire marshal and staff before the full implementation of display parking and any double-parking arrangements.
