City to assume golf-course operations Dec. 30 after approving lease amendment with JPM Enterprises

The Ottawa City Commission accepted terms Sept. 25 to amend the existing lease with JPM Enterprises and transfer full golf-course operations to the city effective Dec. 30, 2024.
City Manager Silcott told commissioners the city purchased the golf course in 2022 for $288,000 and had been operating it under lease; the proposed amendment moves operation responsibilities to the city at year-end while JPM remains responsible for vendor payments and property taxes through Dec. 30. Silcott said the city will honor existing 2024 memberships through the winter-transition period and will work with the current operator to gather patron information.
Staff outlined next steps: recruiting a golf pro/manager and a superintendent, standardizing point-of-sale systems across city facilities, member communications and a stakeholder survey to collect user input as operations transition. Staff noted the Special Parks and Rec Fund balance ($135,321) and that a list of more than 20 immediate operational action items has been identified. Commissioners approved the termination/amendment on a unanimous roll-call vote.
Staff said financial details for hiring operating staff will be presented once job descriptions and advertising are finalized.
