Ottawa approves amended Kansas Gas Service agreement for Proximity Park utility extension

Assistant Director McCurdy briefed the commission, saying the work included a gas extension that connects Montana and Kingman Road, runs down Kingman across Highway 59 and out to Eisenhower, and that the amendment aligns the agreement with actual, completed project costs. McCurdy said the completed project came in under earlier estimates by just shy of $260,000 and that the contractual cost split remains 25% for Kansas Gas Service and 75% for the City of Ottawa. “The project is completed, and it did come in under the estimation,” McCurdy said.
McCurdy outlined the city’s portion at $1,097,548.75 (75% of the total) and explained the mix of funding: a transfer from the proximity park sales tax fund ($325,000) and remaining amounts from the base grant (a $5,000,000 ‘building a stronger economy’ grant awarded in 2022). The original and restated agreements were reviewed by the city attorney, McCurdy said, and staff recommended approval.
The commission approved the amendment by roll‑call vote.
Next steps: the amendment formalizes final accounting for the project; staff will continue any rebate administration and follow the rebate schedule as tenants occupy the development parcels.
