Waukesha Plan Commission approves site plan for new Water Utility operations center on Chapman Drive

The Waukesha Plan Commission unanimously approved final site plan and architectural review for a new Waukesha Water Utility operations center on Chapman Drive.
Charlie, a city planning staff member, described the proposal as a new operations center on parcel WAKC-13321008 that would include offices, vehicle storage and shop space, visitor parking on Chapman Drive and employee parking to the west. Charlie said the existing large stormwater pond in the northwest corner will be retained and slightly altered to fit the new building footprint and that a fenced storage yard, accessory bin building, dumpster enclosure, transformer screening and a generator pad are part of the design. Staff recommended approval subject to addressing engineering-department comments.
Commissioner Kelleher asked about materials stored in the proposed bin structure. Kelly Zylstra, operations manager for the Waukesha Water Utility, said the bins are intended for operational supplies: “gravel and the items we need for overnight repairs of water main issues,” and that some materials currently stored at the utility’s North Street lot would be moved to the new bins. Zylstra also said that, if the existing water utility building is demolished, she would like to salvage and reuse stone elements at the new site in landscaping or as a signed foundation base, pending commission and staff approval: “I have a geology degree so I love rocks…we would like to take some of those stone and put them at our new site.”
Staff noted Jennifer Andrews had raised the possibility the existing building could be reused and said the city would not eliminate that option.
After brief discussion, an unidentified commissioner moved to approve the final plans with staff comments; Commissioner Keller seconded. The motion carried by unanimous audio vote.
The commission’s approval is for the final site plan and architectural review; city engineering comments must be addressed before the project proceeds to permitting. The commission recorded no public speakers on the item. The project will return to staff for follow-up on the conditions identified by the planning and engineering departments.
