City briefed on Winter Assistance program offering up to $300 in winter electric relief

Assistant Director McCurdy presented the city’s annual Winter Assistance (Winter Warmth) program, reminding commissioners that the program was established by resolution in 2013 and is funded through the electric fund.
She said participants may receive a reduction of up to 50% of their monthly electric-use charges not to exceed $75 per billing cycle for the four months of December through March, with a $300 maximum assistance per utility account for the season. Eligibility requires receipt of Social Security, veterans benefits or state food assistance; applicants must complete an application and be current on their account before Dec. 1.
McCurdy reported participation totals for recent years (81 accounts in 2022; 77 in 2023) and said staff has mailed about 75 applications to prior participants; the 2025 program budget is $22,000 with roughly $10,000 already expended. Staff will continue outreach with partner agencies and post materials at City Hall to increase participation.
Commissioners asked about related customer-assistance options (average-month payment plans) and about donation/round-up mechanisms; staff said the city does not currently offer a bill-round-up donation option but works with ECAN and area churches on donations administered by ECAN.
