Franklin County Development Council outlines Sister City plan for Ottawa; commission signals support

He recommended a leadership team including Ottawa University, USD 290, Neosho County Community College, the Chamber of Commerce and the Historical Society, and suggested inviting civic organizations such as Rotary and local businesses with international ties. "We can develop long-term relationships that create opportunities for cultural, educational, professional and civic exchanges," Bean said, adding that exchanges could be virtual or in-person depending on resources.
Bean noted initial outreach toward Japan because of a regional Panasonic connection and university contacts, but emphasized the choice of partner would be driven by the city’s objectives. Commissioners asked about coordination with the Kansas Department of Commerce and suggested leveraging state-level economic development resources. Bean said there is no financial commitment until an MOU is negotiated and recommended the city profile submitted to Sister Cities International be used to begin pairing.
The commission expressed consensus to pursue further study and asked staff to continue engagement; no budget or formal MOU was approved at the meeting.
