City staff present International Existing Building Code; commission defers action for more outreach

Director Neece explained that staff had considered adopting the IEBC without local amendments to promote uniformity and to provide clearer compliance pathways for renovations and historic‑district projects. Consultant Joe of GBA described the three IEBC compliance methods and said the code creates clearer pathways for alterations (level‑based approaches) that can reduce the burden of forcing existing buildings to meet new‑construction standards.
Commissioners raised technical questions about the downtown water supply needed for sprinkler systems and whether the municipal water system can meet hydraulic-flow and pressure requirements without upgrades. Joe and city staff said hydraulic testing and sprinkler‑contractor calculations would determine feasibility and that some solutions require a site‑by‑site engineering review.
After discussion, staff asked the commission to defer formal adoption to the next meeting to complete targeted outreach; commissioners agreed to defer so Main Street and other downtown stakeholders can provide additional input.
Outcome: No vote to adopt was taken; staff will continue outreach and return with proposed action or amendments at a future meeting.
