Commissioners asked whether a lower bid had excluded QCP (Quality Certification Program) labeling for the millwork, which staff acknowledged the low bidder had noted as an exclusion. Commissioners also contrasted timelines (8 weeks vs. 16 weeks) and asked whether the faster schedule or excluded items explained the price gap.
After discussion, a commissioner moved to approve the construction-firm selection, the motion was seconded, and the commission took a roll-call vote. The clerk recorded one 'No' vote from Commissioner Crowley; the motion carried. Staff noted the anticipated construction timeline and budget implications and will proceed to contract execution.
