The Willard Board of Aldermen approved several public-works and survey contracts July 8, addressing immediate infrastructure needs and property descriptions to support future development.
Public Works presented two competitive quotes to replace an undersized, degrading transformer at Well No. 1 (original service circa 1972). Staff recommended accepting the lower quote (vendor identified in the packet as Lumix/American Lumix) while clarifying whether quoted amounts included taxes and any utility reconnection/disconnection fees. Council approved the recommendation with direction to confirm tax and utility-fee exclusions before final payment.
Separately, the board approved a contract for wiring and data-cable installation at a newly sited public-works building (two vendor proposals were considered; the motion awarded the bid per staff recommendation). Discussion clarified scope items that were excluded from some bids (demo work, utility fees) and noted change-order options for LED inserts or network-switch items.
The board also approved a Wilson Survey contract (cap $3,000) to create a legal description for a small excess parcel at 414 East Jackson created after highway/intersection changes; the survey will establish clear boundaries to allow the city to retain or sell the parcel. In addition, the board authorized three separate road/right-of-way survey contracts (caps $5,000–$6,000 depending on section) for the Eastman Roadway parcels to define easements and support possible annexation and future development once sewer capacity issues are addressed.
