The board advanced several ordinances intended to streamline development review and clarify city code. Staff presented a draft mixed‑use zoning district to replace the city’s PD (planned development) approach; the ordinance would allow bonus density when developers meet standards such as 40% open space, interconnected streets, and required public amenities. Staff said the planning commission reviewed the draft and is supportive.
Other housekeeping ordinances revised school signage allowances in residential R‑1 zoning (allowing certain wall and pedestal signs within stated limits) and restored self‑storage uses to a commercial/industrial zone. Council approved placing capacity‑fee tables for water and sewer directly in the code so applicants can more easily find connection and capacity fees.
The board also approved an engineering contract with CJW for Jackson Street improvements (sidewalks, stormwater piping and detention), with a stated not‑to‑exceed amount of about $14,008.20 for the engineering scope.
What’s next: Most of the ordinances were first reads and will return for second reading or additional consideration; staff will continue to refine the mixed‑use scoring matrix and the preferred‑developer review process.
