Council approves multiple labor agreements; corrects HR director pay grade and appoints police officer

The Little Falls City Council approved multiple personnel actions and labor agreements at the Dec. 16 meeting.
Staff summarized negotiated two-year terms for several labor agreements and memoranda (effective Jan. 1, 2025) and clarified when an item is an MOU rather than a contract. The council adopted resolutions approving agreements with bargaining groups (resolution numbers and union names were read into the record), including memoranda related to operating engineers and AFSCME. Roll-call votes were recorded for each resolution and each motion carried.
Council also approved a correction to the human-resources director job evaluation, moving the position to pay grade 21 effective Jan. 1. Staff said the change aligns the HR director’s grade with comparable positions and estimated an annual cost impact of roughly $2,300; members discussed comparability, the pay-equity matrix, and whether the change constituted a merit increase or a correction to inconsistent past pointing. After discussion, council approved the change.
Separately, the council accepted an interview panel’s recommendation to appoint Richard Berry as a police officer at pay grade 13, step 1 ($36.31/hr) upon successful pre-employment screening, and authorized posting the golf-course superintendent position following union posting rules.
All personnel motions and resolutions were approved by roll call.
