Willard adopts 2025 budget, approves 2024 amendment and adds a replacement dump truck

The Willard Board of Aldermen adopted an ordinance approving the city’s annual budget for 2025 and approved a separate ordinance amending the 2024 budget at their December meeting.

City staff said the 2025 budget includes the addition of a dump truck located through Enterprise Fleet Services, which will likely arrive six to eight months into 2025 and create a modest net expense to the Public Works department. Staff also reported moving approximately $600,000 in Meadow-related project work and matching revenue into 2025.

Separately, the board approved a second-read amendment to the 2024 budget that adjusts year-end spending authority by a net $350,723.26; staff said the change is not an authorization for new spending but is intended to allow the city to carry necessary lines to the end of the year. Both ordinances passed following motions and voice/roll-call affirmation by the board.

Board members and staff also discussed the timing of equipment retirements and interdepartmental transfers of assets, and confirmed that the current dump truck will be retired and redeployed where needed. No additional policy changes were proposed as part of the budget votes.

The ordinances were adopted and will be published according to statutory notice and municipal code procedures. The board indicated the budget documents will be posted online once finalized and that a small additional equipment lease cost will appear in the 2025 public-works operating line.
