The Minnetrista City Council unanimously approved a wetland alteration permit on June 3 that allows construction of a single‑family home at 3900 Kings Point Road with in‑kind replacement through purchase of Minnesota State Wetland Bank credits at a 2:1 mitigation ratio for an impact of about 0.0886 acres.
City staff explained that the application was reviewed by the technical evaluation panel (TEP) and that the Board of Water and Soil Resources (BWSR) and Hennepin County asked for additional documentation about alternatives and avoidance. Staff and the applicant described the property as constrained by steep slopes and multiple wetland areas; the applicant said moving impacts from one contained wetland to another would increase downstream impacts and that careful grading and runoff measures were proposed to avoid affecting downstream water quality.
The applicant also told council the project team had evaluated several site and design iterations to minimize impacts and selected off‑site wetland banking credits after comparing availability and cost; the applicant said Hennepin County bank credits were more expensive and not available at the required type/scale. Council voted 5‑0 to approve the wetland replacement plan. Staff noted that regulatory agencies retain appeal rights under the Wetland Conservation Act process and that the council’s action will be part of the public record.
The approved measures include wetland banking credits at a 2:1 ratio and construction design revisions to contain runoff to the contained wetland rather than routing runoff into connected wetlands that flow to Lake Minnetonka.
