Council: Hunter's Crest grading dispute appears private; staff will monitor

"In our map opinion, it's a private matter between the builder and the owner of the house," a staff member said, adding that city code cited by the homeowner generally applies to public-improvement projects (for which the city holds escrow). Staff said the builder has communicated with the homeowner and offered options toward resolving the issue; the city will continue to monitor but does not plan active involvement unless the situation implicates public improvements or the council directs otherwise.
Staff also said it will review the escrow amount assessed for temporary certificates of occupancy to determine whether the $5,000 escrow is adequate for future situations. No council action was directed beyond continued monitoring and potential internal review of escrow policy.
