Scurry County health department recommends electronic billing and flags large training line

County health staff reviewed the department’s preliminary budget and asked the commissioners to consider a request for electronic medical records and billing to improve Medicaid reimbursement. Kyle, speaking for the health department, said the county still relies on paper charts and that a vendor’s billing arrangement would likely cost a baseline fee "about $500 a month," with additional charges per encounter depending on volume.
Kyle said contract labor now includes payments to the medical director and pharmacist Mike McWilliams, and commissioners questioned why a previously averaged medical-fee line of about $10,000 now shows roughly $2,000 in one line. Kyle explained some line items were consolidated and that prior totals reflected different accounting treatment; commissioners asked staff to reconcile those figures.
Commissioners also flagged an education-and-training line that rose from $3,000 to $15,000 in the prior year. Kyle said not all expected trainings occurred this year but that some specialized courses (septic, food service, vaccination clinic attendance and a cadaver lab for advanced skills) drove higher costs. The court asked Kyle to provide a tighter estimate of actual training needs and costs before making budget decisions.
Separately, commissioners questioned an equipment request tally that appeared to include equipment over $5,000 and an $18,300 equipment row; Kyle said some funds had been requested in prior years for items such as security cameras related to a proposed new building and maintenance lines are recorded elsewhere. No formal votes were taken; commissioners agreed to revisit the health department’s budget lines after staff provides reconciled figures and documentation.
