Minnetrista council reaffirms moratorium on cannabis businesses through Jan. 1, 2025

Minnetrista City Council adopted an amendment to Interim Ordinance No. 484 at a public hearing and voted unanimously to publish the ordinance by title and summary.
Ron (city attorney/consultant) explained that state legislation in 2024 narrowed the statutory definition of "cannabis businesses" from 14 categories to 11, and that the amendment before council is a "belt-and-suspenders" measure to confirm the city’s moratorium continues to apply to the broader set of categories the city previously subject to the moratorium. "So this reaffirms that the moratorium that you adopted last year continues to apply to all 14 businesses," the consultant said.
Council discussed whether local rules such as buffers, setbacks or limits on the number of retail outlets are appropriate and were told staff and the community development department are preparing maps and an ordinance package for future council consideration. The council also heard that the Office of Cannabis Management had recently released draft regulations and a short sample ordinance, but staff said those materials provide limited guidance and the city will need to adopt its own local rules.
No members of the public spoke during the hearing. The council voted 5-0 to adopt the amendment and then voted to authorize publication by title and summary.
Next steps: staff will return with an ordinance package that may include districting options, buffers or other local limits for council consideration before Jan. 1, 2025.
