Staff described a budgeted engineering technician position proposed to start in 2025 to provide in‑house construction observation, plan review and site oversight. Jasper Krugel said the role is intended to “take away some of the construction observation admin piece that we pay WSP for,” noting the city currently pays outside firms for that work.
Krugel and councilors discussed candidate sources, timing and cost savings. City staff said the position would not fully replace outside consultants but could reduce reliance on them for construction‑heavy years; Krugel projected that, with a large 2026 project, the in‑house position could more than pay for itself through savings to CIP funds. Council discussed delaying hiring to October or November 2025 to reduce first‑year costs if desired.
The council indicated support for placing the engineering technician in the budget (already included) and for staff to refine start timing and recruitment plans; the council did not take a final hiring vote at the work session.
