One councilmember urged caution about charging a full reconstruction-level assessment for reclamation projects and suggested the cap be set lower for less-intensive work.
Council asked staff to include estimated project costs in feasibility work and to return with an assessment calculation tied to the council’s 50% policy and potential caps so members could compare options. Staff noted that reclaimed urban segments with curb and gutter may attract different assessments than rural sections with larger lots. "We will include project estimated cost for each project area and an assessment calculation based on policy, 50%, and include that in feasibility report," a staff speaker said.
Next step: staff will scope cost/assessment estimates and report back with a recommendation and the option to commission an updated consultant analysis if council prefers.
