Minnetrista council adopts $7.13 million levy and final 2025 budgets

Minnetrista — The Minnetrista City Council voted unanimously on Dec. 2 to adopt the city’s final tax levy for 2025 and to approve the city’s 2025 budgets.

At the meeting, staff presented highlights of the budget and levy process, including prior council work sessions and the September preliminary levy certification. Finance Director Brian Green described components of the levy — general fund needs, debt levies tied to road projects and facilities, pavement-management work and capital equipment replacement — and said staff recommended certifying the final levy for collection in 2025.

Council then moved to adopt resolution number 110‑24 to set the final 2025 tax levy in the amount of $7,130,867 for collection in 2025; the motion passed by voice vote. The council also adopted resolution number 111‑24 approving the 2025 budgets for the general fund, special revenue funds, debt service, capital improvement plan (CIP) and enterprise funds; that motion also passed unanimously.

During the budget presentation, staff estimated the average homeowner impact from the levy increase at roughly $50 to $120 per year depending on property value and the city’s ongoing growth; Green noted the city was projecting to keep its general‑fund reserve above its 40% policy target.

What was approved: Adoption of the final tax levy (Res. 110‑24, $7,130,867) and adoption of the 2025 budgets (Res. 111‑24) to fund operations, capital projects and utility work for the coming year. The council approved both items by voice vote, recorded as 5–0.

What’s next: Staff will publish the adopted levy and budget documents and proceed with implementation of approved projects and contracts as authorized by the 2025 budget.
