Commission staff provided notice of proposed changes to the Off‑Highway Vehicle (OHV) advisory committee administrative rule. Chase (OHV program) explained the rule is up for renewal and described two primary changes: transferring administrative responsibility from Utah State Parks to the Division of Outdoor Recreation and modifying the council’s membership by substituting a position previously held by a PLIPCO representative with a SAR representative recommended by the sheriffs’ association.
Chase said the administrative rule is ‘‘relatively the same’’ apart from those changes and that the item was presented as notification, not a vote-ready action. "It's notification if there is any comments from people," Chase said when asked whether action was required. The chair confirmed no public commenters came forward during the meeting.
Commission members asked clarifying questions about the rule and next steps for appointments; Chair Stenquist noted the commission would need to follow official channels to replace Kevin Lewis — a member who had resigned and whose replacement will be coordinated with the appointing associations. No motion or vote was requested or taken on the OHV advisory committee rule at the meeting.
Commissioners encouraged staff to continue outreach and to confirm appointment processes with the affected appointing organizations before returning the item for formal action if needed.
