Gardner City planning commission approves Prairie Trace Meadows fourth plat

The City of Gardner Planning Commission on Dec. 17, 2024 approved the final development plan and final plat for the fourth phase of the Prairie Trace Meadows subdivision, voting 6-0 to recommend the governing body accept dedication of rights-of-way and easements once specified conditions in the staff report are met.
Planning staff summarized the proposal as the fourth phase of a larger, previously annexed subdivision, noting the project is part of a 356-lot Prairie Trace development. The plan calls for detached neighborhood residential lots approximately 50 feet wide; infrastructure will be extended from surrounding phases. Staff said the city will provide electric service and sanitary sewer and that Water 1 will provide water. Staff told commissioners the development is within one mile of New Century Airport and recommended approval of the application and associated plat subject to the staff report conditions dated Dec. 11, 2024.
Dan Foster, representing Grata Development, said the applicant agreed to the conditions in the staff report. "We agree to the stipulations on the recommended approval," Foster said. During commission discussion, staff clarified a requested deviation related to sidewalks: the code requires a front-entry sidewalk that connects directly to the neighborhood sidewalk rather than relying solely on driveway connections; staff showed elevations and explained that deviations are routinely requested in areas with mixed lot sizes and housing styles.
Commissioners also asked about a swap in the phasing order for the fourth and fifth plats. Staff said a revised phasing plan had been submitted but the presentation displayed the earlier plan; the swap affects which portions of the project are developed in the near term (the Meadows portion versus the Estates portion, which includes larger lots).
A motion to approve the final development plan and plat was made and seconded; the planning commission approved it by voice vote, recorded as 6-0. The commission recommended the governing body accept the dedications and easements provided the listed staff conditions are satisfied.
The commission closed the regular agenda and scheduled the next regular planning commission meeting for Jan. 27, 2025, where at least one major item related to recent annexation activity is expected to appear.
