Planning Commission recommends conditional use permit for Sunny Steps Daycare at former New Life Church

The Gardner City Planning Commission on Oct. 23 recommended approval of a conditional use permit (application 24‑305‑02) for Sunny Steps Daycare, proposed to operate out of the former New Life Church at 17935 Moonlite Road.

Staff explained that daycare centers are an allowed use in the R1 district only with a conditional use permit and that the proposed use would utilize the existing church building, with a possible outdoor play area. Staff recommended approval with the listed conditions in the suggested motion. During the public hearing, applicant Amber Peterson stated, “Right now, we are licensed for 54 children,” and said the operation currently employs 10 staff with possibly one or two additional float/support positions.

Commissioners asked about the recommended 10‑year term for the CUP (versus shorter terms granted for more temporary or seasonal uses). Staff and the applicant explained the longer term reflects the permanent structure and financing considerations and that state licensure and fire inspections also govern operations; staff summarized the relationship as “yes and yes” when asked whether the state license or CUP is required first — both are part of the approval and oversight process. Staff noted that the state had provisionally allowed the license pending city action.

The commission voted to recommend approval of the CUP (motion recorded as carrying 4‑0). Staff reminded the applicant that the Planning Commission’s recommendation will be considered by the governing body at its Nov. 18 meeting for final action.
