The Gardner City Planning Commission on Aug. 26 voted to recommend approval of a rezoning and preliminary development plan and to approve the final development plan for Plaza South Lot 5, clearing the way for a 15,000‑square‑foot single‑story medical office building intended for Sato Orthopedics.
Planner Jesse Hunter of Gardner City presented the proposal, saying the applicant proposes a "15,000 square foot single story medical office building with 87 parking spaces." The staff presentation noted the building footprint was shifted on the site to allow required sidewalk and foundation plantings, which left the northeast corner within an access easement that must be vacated before a building permit will be issued.
Developer Gary Gossett, vice president of capital asset development for the applicant, said the firm manages other Sato Orthopedics projects in nearby communities and had no additional comments beyond staff’s presentation. The public hearing drew no speakers and the commission closed the hearing before deliberation.
Commissioners asked about the potential for same‑day surgery; Gossett and staff confirmed the proposal is for medical offices and physical therapy only, not for same‑day surgery. Greg Watson of McClure Engineering told the commission the site plan includes four ADA parking spaces out of 87 stalls, exceeding the minimum requirement of three.
Commissioner Mader moved to recommend the Governing Body approve the rezoning and revised preliminary development plan; the commission also approved the final development plan subject to conditions 1–3 in the staff report. Both motions passed unanimously, 6-0.
Staff noted outstanding administrative items that must be addressed before permits are issued, including vacating the access easement and satisfying the listed conditions.
