MPO endorses initial list for MassDOT statewide resilience improvement plan ahead of Jan. 15 deadline

The MPO endorsed staff’s initial list of low-lying roads and resilience projects — drawn from an inventory across 15 towns — and authorized limited staff discretion to finalize additions prior to a January 15 submission to MassDOT.
Stephen Tupper, a Cape Cod Commission staffer, presented the process and findings from a regional low-lying roads inventory conducted with all 15 towns. He said staff identified 34 roadway segments and developed concept solutions (about 89 concept designs) that address vulnerability and criticality and that listing projects in MassDOT’s statewide resilience plan reduces local match requirements and can waive a benefit-cost analysis for applicants.
Tupper told the MPO the list must be submitted to MassDOT by January 15 and recommended the MPO endorse the initial list while allowing limited staff discretion to add town-identified projects before submission. Harold Mitchell moved to endorse the list and provide staff discretion; Kevin Galligan seconded and the motion passed on roll call.
Staff and members noted that several towns have already completed concept-level work on specific projects and that inclusion in the statewide plan will help local applicants compete for federal discretionary resilience funding.
