Cape Cod MPO approves TIP Amendment programming Sagamore Bridge, airport microgrid and Bourne median

The Cape Cod Metropolitan Planning Organization voted to adopt Transportation Improvement Program (TIP) Amendment No. 2 at its December meeting, programming federal funds for three regionally significant projects.
Colleen Medeiros, the Commission’s transportation program manager, told the MPO the amendment moves funding categories for the Bourne Scenic Highway median project so approximately $4,600,000 becomes eligible under CMAC (Congestion Mitigation and Air Quality). She said the TIP also programs a federal discretionary grant of about $1,950,000 for Cape Cod Gateway Airport to construct a microgrid in federal fiscal year 2025. Medeiros reported that MassDOT revised the Sagamore Bridge cash-flow estimate during the public comment period and that “that would be programmed over the next 5 years in the TIP to approximately $480,000,000.”
Medeiros said the 21-day public comment period produced eight letters, all expressing support, and listed supporters including Senator Susan Moran, the Town of Barnstable, and regional labor and business groups. Harold Mitchell moved to accept the amendment and proceed; Kevin Galligan seconded the motion. The MPO called the roll and the motion passed.
The action now programs the updated Sagamore Bridge discretionary grant funding across FY2025–2029 and places the airport microgrid and Bourne median into the regional TIP for later delivery. Medeiros noted additional discretionary Bridge Investment Program dollars would be programmed in future years as part of the statewide program.
The MPO did not alter project cost estimates in the amendment beyond reprogramming and cash-flow adjustments; staff said that programming permits next-step design and procurement activities to proceed under the federal funding categories assigned.
