2020 urbanized-area boundary: Cape Cod MPO sees mostly minor changes, staff asks for input

Cape Cod Commission staff briefed the MPO on draft urbanized-area boundaries derived from the 2020 census and asked members to review map edges and identify any technical or substantive concerns before staff submits comments to MassDOT and federal partners.
"This doesn't mean in all things this is considered urban…this is simply a definition from the federal government," Steven Tupper said, noting the map is a smoothing of census blocks for transportation categorization. Staff emphasized that overall changes from 2010 are small; blue‑hatched areas denote newly urbanized pockets in Sandwich, Bourne and a portion of Wellfleet, and a yellow area indicates a Provincetown cluster. Tupper said the Barnstable urban area exceeds 50,000 people, which is the threshold supporting MPO status.
Members asked whether expanding the urbanized area would increase federal funding; staff said formula funding might be affected in minor ways but that no significant funding change was expected. Questions also addressed map oddities (an undeveloped white area near Joint Base Cape Cod) and whether certain Cape neighborhoods truly reflected population changes or methodological smoothing. Staff said final boundaries are expected by the end of the calendar year and that they will coordinate with neighboring regions and state partners before submitting comments.
The MPO did not vote on the boundary; the briefing sought technical feedback ahead of federal finalization.
