MassDOT representative Richard Bilski described a standard process: a design justification workbook is completed, reviewed by a committee, and approved at the administrator level; he characterized the Bourne rotary scope as limited and indicated the process followed internal review steps. York disputed that explanation and asked for written documentation; staff said they would follow up with a written description and more information about project postings.
