Taylor County court approves routine budgets, policies, renewals and procurement specs

At its Sept. 24 meeting the commissioners approved minutes and the posted agenda, ratified payroll and bills, adopted the August treasurer's report, amended county personnel policies, renewed several procurement contracts, set a public hearing on an easement abandonment and authorized multiple RFP advertisements.
Taylor County Commissioners Court used its Sept. 24, 2024 meeting to advance a package of routine administrative, payroll, policy and procurement items.
The court approved prior meeting minutes and today's posted agenda, ratified payroll and approved payment of submitted bills. The August 2024 treasurer's report was accepted; Treasurer Miss Freeman reported a beginning August balance of $82,515,387.40, receipts/purchases over $24 million, liquidations around $29.7 million and an August ending balance reported near $76,778,000. Staff noted a $2,000,000 FHLB Hilltop Securities note was called and recommended reinvestment.
Commissioners authorized a paydown of accrued comp time across departments to be processed on the next pay run. The court untabled an item on setting all employee salaries for FY2025 to be discussed after executive session. Human resources staff presented two policy changes — an amendment to accrual vacation leave to align with FLSA and a change to the benefits waiting period for employees transitioning from part-time/contract to full-time — both of which passed 5-0. The court also approved renewing the County Choice Silver retiree benefits plan (prescription premiums +2.28%, medical 0% change) for plan year 2025.
Procurement items approved included renewals and advertising specifications: renewal of ITB 2022-112 (Grade 4 Wash River Rock) for Oct. 10, 2024–Oct. 10, 2025; renewal of the sheriff's lease-vehicle contract (third extension) with a requested first-year increase from Capps Rent A Car; declaration of surplus law-library shelving and donation to Heritage Square under Local Government Code §263.1524; and authorization to advertise ARPA-funded RFPs for Expo Center chillers (two units), Plaza chiller (one unit) and jail chillers (B and F pods), with bids due Oct. 10, 2024.
Land-use items included setting a public hearing for Oct. 8, 2024 to consider abandoning a small undeveloped easement off County Road 180 and approving a minor replat (Broken Arrow Estates) in Precinct 3. The court moved to executive session under Gov't Code §551.074 to discuss personnel matters and convened at 9:55 a.m.
Most items were approved by voice vote, typically 5-0. Commissioners and staff noted these actions allow the county to proceed with procurement, budgeting and administrative processing in advance of the new fiscal year.
