Commissioners approve architect contract for jail reroof, allocate ARPA funds as project cost rises

Taylor County Commissioners on Tuesday approved an AIA architectural services contract with Archer Texas for the county jail reroof and authorized the county judge to sign the agreement. The court also directed that architectural fees be paid from the county's ARPA allocation.
County facilities staff told the court the scope of the jail project has expanded since earlier estimates and that construction costs are now expected to be roughly $4,000,000. "We're thinking around the $4,000,000 mark," said a county staff member involved in project planning. The architects’ standard fee, presented at 7% of construction cost, will be applied when bids are solicited.
Budget staff described available ARPA resources and other balances. Finance staff reported ARPA funds available in county accounts and interest earnings; during discussion a county official summarized the ARPA balance and interest as roughly $8,015,000 in committed ARPA funds plus earned interest, resulting in a larger pool than previously reported. Commissioners asked whether architectural and construction costs could be covered within those ARPA allocations.
Several commissioners emphasized the need to prioritize jail repairs along with other deferred infrastructure. The county judge and commissioners discussed funding trade-offs, noting the jail roof's larger-than-anticipated price tag and a series of other county capital needs.
The court voted unanimously, 4-0, to enter the architect contract, pay the architect fee from ARPA funds, and authorize the county judge to sign the contract. Staff said construction bids and final costs will determine any additional budget actions and that the architect’s construction-administration fee will be confirmed after bids are received.
Next steps: staff will finalize the AIA agreement for the county judge’s signature, proceed to bidding for the reroof project, and return with firm construction costs for further budget decisions.
