Commissioners map plan for old hospital demolition, prioritize internal salvage and contractor-based contents handling

Carter County commissioners spent a large portion of the Jan. 13 meeting planning how to handle demolition and salvage of the old county hospital.
They agreed on a phased approach: first, county departments will be emailed and invited to identify interior, nonhazardous items they want to retain (labeled and removed by a deadline) and to arrange removal and storage at their cost. If departments decline or fail to claim items, the board favored including contents-handling options in the demolition RFQ/RFP so contractors could propose how they would sort, remove, sell or otherwise dispose of salvageable materials as part of their bids.
Commissioners and staff raised liability concerns about allowing private citizens to remove items themselves and noted the administrative burden of coordinating a public, county-supervised pick-up. Staff described a precedent in which a demolition contractor sorted salvageable items and opened a sale or first-come/first-served pickup where buyers paid the contractor and removed materials by truck. "If you put that on the company, if the company is willing to do that, and the company has a vested interest in doing that correctly, then, yeah, you could avoid a lot of those issues," a county representative said.
The Carter County Museum (Geological Society) and other local groups requested a preview of the building to identify doors, windows, cabinetry and a clock the museum may want. Commissioners discussed storage logistics for heavy public-health equipment kept in the old hospital (an "emergency vault") and considered county-owned buildings (old shop, ambulance garage, road shop) for interim storage.
Next steps agreed by the board: county staff will email department heads with instructions and a timeline to claim interior items; staff will work to identify storage for public-health equipment; and the demolition RFQ will include options for bidders to propose contents-handling plans. Commissioners flagged that outside doors and exterior items should be controlled to avoid compromising the building before demolition.
