Staff and the planning commission recommended variances to allow 40 units per acre (code: 32) and reduce the parking requirement from two spaces per unit to 1.7 spaces per unit, citing a smaller unit mix (studios/one-bedroom) and increased underground parking. The planning commission recommended approval 4-0 after public comment from neighbors and review of traffic thresholds. Attorney Scott Riggs advised that existing city code provisions cover junk-vehicle enforcement and that limiting parking on public roads would be legally problematic as a property-specific condition.
