Carter County commissioners approved a $200 monthly stipend for Cecily to serve as the county's HR liaison and agreed to sign the Exhibit A airport property map for the Ekalaka Airport project during their Feb. 18 meeting.
The motion to accept Cecily’s request for a $200 monthly stipend for HR liaison duties with Westaff was moved by an attending commissioner and seconded; the commission approved the motion by voice vote. Commissioners discussed that Cecily would track hours (about six to seven hours reported) and that the stipend reflects previously agreed compensation for the role.
The board also reviewed the airport property map and agreed verbally that the chair would sign the document for the Ekalaka Airport project once easements and final exhibits are confirmed. Commissioners emphasized that easements need to be in place and that staff will ensure required signatures and documentation are completed before final filing.
An unnamed commissioner summarized the consent action: “I would move to accept Cecily’s request for the $200 a month for her stipend doing the HR work,” and the motion carried on a unanimous voice vote.
The commission moved on to subsequent agenda items; no public comments were offered on the stipend or the airport map during the meeting.
