Speaker 9 introduced the proposal and said the grading work had been separated from a larger package to allow the city to move faster; the proposal would let staff solicit quotes from local contractors rather than run a full bidding process, shortening the timeline. Speaker 9 said the city could have plans ready to solicit proposals by the Sept. 16 meeting and that Parks/POP organizers hoped to have ground preparations completed early next spring.
Speaker 9 and Speaker 4 said ARPA funds (about $46,000 previously noted as available) could be used to pay for the $17,000 engineering proposal. The council moved to approve the supplemental letter agreement (exhibit A) and authorized staff to proceed; the motion passed after a second and an affirmative vote.
The measure allows the city to seek contractor quotes under a simplified process and prepares the project for either fall grading or spring construction, depending on scheduling and contractor availability. The council did not commit to the actual grading contract at this meeting; the vote authorized the engineering scope up to the stated budget.
