City staff told the EDA that the city attorney identified an administrative gap: the EDA lacked a formally adopted enabling resolution reflecting its current operating authority, because previous changes had been implemented by voice vote rather than by resolution. The proposed resolution updates EDA authorities, aligns the body with state statute and clarifies that the EDA may retain professional services such as legal counsel and brokers.
Staff said the resolution would be presented to city council for adoption at the August 12 meeting. Commissioners reviewed the draft, noted a typographical error on term lengths (one place listed four years where six was intended) and gave general support to forward the corrected resolution to council. Speaker 3 commented that the resolution should help clear up longstanding confusion about roles and authority.
The EDA did not vote to adopt (the resolution will be taken to council for formal adoption); staff will provide a redlined version to council showing changes from the earlier draft.
