EDA reviews Magnus Veterans Foundation event-center application; parking and code compliance questioned

Dayton City staff presented a request from Magnus Veterans Foundation for an event-center classification to allow more consistent recurring events on roughly 30 acres adjacent to Fisher Farms. Staff said the site is agriculturally zoned and that the event-center designation is required when an ag parcel is operated primarily as an event business. "They like to host events as they have in the past," staff said, adding the classification allows the foundation to host events for fundraising.
Commissioners discussed whether grass or field parking should be permitted. Staff noted the code requires an impervious parking surface but added the city council has the authority not to enforce the code, and suggested language could be included in the interim-use permit (IUP) to indicate non-enforcement of the impervious-parking requirement. Several commissioners said the city has previously allowed overflow field parking at Dean's and that consistent treatment would be appropriate.
The EDA offered general direction and expects the planning commission to take up the IUP; staff will transmit EDA feedback to the planning commission and council.
