Dayton City staff presented a draft master area plan for a few-hundred-acre growth square north of East French Lake Road and asked the EDA for feedback to inform the city’s 2050 comprehensive plan. Staff said the area is intended to become a commercial hub and discussed land-use color designations for commercial, mixed-use and higher-density residential development. "Water and sewer are not in this area," staff told the commission, noting infrastructure timing will determine when portions become developable.
Staff summarized public outreach, saying roughly 350–450 responses favored a public square or plaza-style town center. Commissioners discussed aligning the plan with Met Council population projections—one commissioner warned that the Met Council is changing designations and increasing density projections from three to four units per acre in the region, which would require the plan to address higher-density options and potential appeals to Met Council. The group also discussed trail connections and park uses around a nearby lake, with staff noting the lake is largely wetlands and would present environmental and permitting constraints.
No formal action was taken; staff requested written feedback and asked commissioners to submit comments by email so the planning commission and council will receive consolidated EDA input during upcoming review cycles.
