The Dayton City Council approved amendments to the city fee schedule to reflect changed outside charges and to add registration fees for cannabis-related retail activity.
Staff said Rogers raised a sewer charge to $8 per thousand gallons and the city had been charging a lower per-thousand rate for affected customers. The council approved adjusting the city’s charge for those customers to roughly $8.95 per 1,000 gallons so the city does not lose money on sewer handling and administration.
In the same fee-schedule discussion staff proposed registration fees for cannabis retailers if and when the moratorium lifts: a $3,000 annual fee for full cannabis retail licenses and a $200 annual registration fee to match existing tobacco registration for low-potency products (edibles/low-THC). Council adopted the fee changes 5-0 and asked staff to re-evaluate fees when the moratorium ends and more state guidance is available.
Councilmembers noted the $3,000 figure is higher than the city’s current alcohol/licensing fees but said peer communities charge more for cannabis registration; staff will revisit numbers with more data once state licensing is underway.
