EDA approves IAG broker contract after striking construction-management addendum

The Dayton City Economic Development Authority voted to approve a broker-services contract with IAG after removing an addendum that would have added construction-management services to the agreement. Speaker 3, who moved the change, argued the addendum could effectively lock the city into a vendor for future projects, saying, "I don't think we need the addendum for construction management services." The motion to approve the contract without the addendum carried by voice vote.

City staff said the addendum is priced but not binding if removed, and that removing it preserves the EDA's option to issue a separate request for proposals should the need for construction management arise. "If you take it out of their contract... then that would not preclude us from going out to picking up other people," staff said during the discussion. Commissioners noted the current contract runs only through December 2025 and that the addendum may not be used before then.

The vote was procedural and followed a brief exchange about procurement fairness; one commissioner urged future competitive bids if the city were to engage construction-management services. Staff signaled it will proceed with the contract as amended and that any future work would be subject to standard procurement practices.
